If it's a council or Housing association property you can make a complaint there!
If there are any other neighbours suffering abuse like that then get together and orgnise a meeting with authorities.
If it's your own property then go to citizens advice centre and get help with the situation.
Start taking action in a legal sense rather than trying to reason if it's not getting you anywhere.
It's easy to tell you to move but then if everyone did this we would all be driven out of our homes up and down the country!
Keep a diary of events at all times for proof and to build up a catalogue to show authorities.
There is always the noise abatement society for loud music at certain times, they will help.
Invest in a camcorder or digital camera to record sounds, acts of abuse, vandalism or violence.
Make a start on fighting back.
Do not confront.
Keep a log and records.
Visit citizens advice and council, housing association, noise abatement society etc;...

I had very similar problems. I got in touch with the council (its a council house). After that it became much quieter.
At the extreme, you can go to court and ask for damages caused due stress and damage to property. Go to a good lawyer, they knows these stuff. In my experience, a hefty fine can do miracles to people's behaviour.

Call 911 non emergency, and the more you call, the better, that way you will have a case. their is a new law now, about issues just like this one, if you have to call, the police every day, do so.don't you say anything to them, let the people in authority work for you.

his mates played with my electric box (god knows why its on the outside of my flat)
he had a noisey dog

i think the use of the word anti-social...isnt the proper word for this case.....they arent anti-social...they are disturbers of the peace...call the police then write down each and every time you call them and write down their response to your call....if they refuse to do anything then get the local media involved tell the local news station that the police are neglectful of their sworn duty to uphold the law and most states have laws against disturbing the peace....this should get some results

i would definitely say move. if there has been damage to cars and windows, that is not somewhere you want to live. if its one neighbor maybe you could talk to them but if its lots of people in the neighborhood, just move.
