My computer and monitor were both purchased new in 2002, and I haven't had any problems at all until now. The white lines are really only noticible on a white background where's there's text. The guy from ITS said it's because the computer's old, but why did it only start now then?

It may be a coincendence. Try playing with the settings (resolution, color depth, refresh rate) and see if anything makes the lines go away.

Also, are there any devices such as a fan or cell phone that are near to the monitor that may be causing interference?

First of all, check whether your hand phones are beside your monitor. It maybe your hardware problem or your connection between your CPU to the monitor problem. Resolution and refresh rates may affect this. Maybe the guy from ITS made something wrong with the components of CPU.

First make sure you do not have anything next to it "tv`s wireless connections or electrical appliances around it. check the monitor connections make sure it is well connected. check for drivers updates for the video card."unplug the computer" last thing you want to do is open the computer pull out the video card turn on the computer, turn it off, put the video card in turn the computer back on if it did not work take to the shop. if you open the box make sure to wear anti-startic wrist strap or keep one hand touching the power supplier box in the computer.
