If you go for the cheapest you are going to end up in some horrible area. You will probably get robbed while your moving in too!
East london is fairly cheap and some parts aint too bad!

Usually the roughest areas!! Plaistow,Forest Gate,West Ham,East Ham all East london.
West Norwood,Tulse Hill + sorrounding areas in South London
