sure, but better yet, lets concentrate on people being better drivers i.e. not speeding, not pulling out infront of people, using turn signals, comming to a complete stop at stop lights and stop signs, not riding people's bumper, never getting road rage, and so on..... hmmm, I'm sure you're the staple pin-up for fantastic driving, huh?

That would be nice but it'll never happen. I've never understood why people feel they can throw cigarette butts and trash out their car windows. It is so aggravating. I once saw a police officer flip his cigarette butt out his car window into a middle school parking lot. I thought that was very disrespectful. I guess the only thing we do is teach our kids not to litter and be respectful of other people's properties.

Because DNA testing would not work. They would have to have their DNA on file and it would cost more than 1000.00 to do the testing.
Why not make the people who are in Prison come along and pick them up? The streets would be clean and they jail birds would be earning their keep.

No, as first we would need the DNA of each person in the country, plus the cost of the program would be prohibitive. Perhaps if you gave a $10000 fine.

well instead of worrying about how to punish people because its not gonna work why dont you volunteer and help clean up the earth.
i know in my state, pennsylvania, you can call a number and report the license plate and they will send the person a fine in the mail.

I personally think EVERYONE'S DNA should be in a data bank as soon as they are born. If you never break the law, then you'd never have to fear right?
