The same problem happened to me right now.
My pediatrician recommend cleaning the rash area with cold water and put aquaphore/vaseline on it. The only problem is that you either have to hold on your baby's hands so the vaseline doesn't get eaten or swaddle her.
Those ointments took around 30 minutes to an hour to dry out.

Other choice would be baby oil, olive oil or vegetable oil. I never tried this personally, but some parents used this because it's safer if the baby accidentaly eat the olive oil.

I usually apply them when my son is sleeping and I'm on my free time doing relaxing stuffs such as watching TV or so. So I can put him on my lap and hold his hand to make sure he doesn't touch the ointment.

You should probably talk to the baby's doctor. If the doctor isn't concerned, than try not to let it worry you. The rash is probably because she drools while sucking on her fist, wiping her hands, neck and mouth often with a warm wash cloth and then completely drying them might help.

When my son was an infant he would occasionally get a diaper rash. My mother-in-law told me to put Olive Oil on his bum. She told me that her (Italian) mother used it on all six of her children without fail. I was amazed how it cleared up the rash significantly by the next diaper change. I don't know if it works with all rashes, but it's worth a try. Plus, it's edible so it should be OK to apply near her mouth. Good luck!

I know my 7 month old gets a rash from her binki. During the teething process you will see this a lot. When bathing her make sure you clean it well and put on lotion after wards. Good luck!

You could try cornstarch in the neck folds.
