You are probably kidding, but the answer is: Discussion Groups.
Nearly every one of my friends, and all three of my last boyfriends, I met first in either the old CompuServe forums, or in Usenet Newsgroups.
In a discussion group, you meet many people who have something in common with your interests, and you get to watch them, over the course of many months or years, interact with all kinds of people. You actually get to know them quite well.
I have never been surprised at their personalities when I met them in 3D, but I've never once seen one who looked like I'd imagined!
But you've got to be real in those groups, and tough, because they'll eat you alive if you aren't. Most groups (I don't know about web-based groups, I don't like them because of the way they are formatted) have a pretty stable core group of regulars, and you can become surprisingly close. But save your frequent flyer miles, you'll need 'em.
