If you can find one of those ultrasonic bug "deterrants" they sometimes work on housepets. Also, a somewhat stinky option is to spray your garden with a mix of 9 parts warm water 1 part garlic powder. Most cats that I've met can't stand the smell. Another option is to spray cheap perfume where you want them to avoid. Many companies also sell a "pet deterrant" spray that works in the same way.

two things I came up with that worked without harming the cat one thing is buy a large container of cayenne pepper and sprinkle liberally around where you don't want them to be, the other I took hot peppers put them in a blender added a little water strained the juice into a spray bottle and soaked the area, a word of warning take precautions when handling the dry and wet pepper, protect you eyes, skin, and avoid breathing the mixture and dry pepper.It is an irritant

Anything that will make noise when they come through the window (windchimes, pellets in cans, etc.) hung in the window. Spray them with water when you see them. Put a sprinkler in your garden. Get a dog. Put screens in the windows. Chase them off banging a pan with a spoon. Ask your neighbors to keep their cats under control. Run the vacuum or a blowdryer.

keep a sprinker on, no just kidding !
Try calling a home & garen store or a pet store for some tips, perhaps they have plants or a spray that you can put on your plants to keep the cats away, other then that put up some sort of fence.
Good luck & I happen to keep my cat inside, too bad others don't.

Find a motion-activated sprinkler. These are easy to install (I think they have models that can be attached to the garden hose), and are fairly effective. I have friends who use them for keeping the geese off the dock, and for keeping the crane out of the fish pond.
Plus, it doesn't really hurt anyone...just makes them not want to be in your yard.

I used to put peppercorns all around, but if you're really infested (sorry cat lovers) with a bunch of them, the local garden shop or veterinarian will have stuff to spray.
Reminds me of farmers putting out lion piss to keep deer and other similar critters out of their crops in parts of the world.
