The lines indicate where the level of coolant should be when it is "cool" and when it has run for a while "hot".
As for does it have an overflow, it may not have a tube, but it will overflow when the reservoir is full and more coolant is expelled from the system into the reservoir.

These lines are were the coolant level should be when cold and when hot. If your filling your system this way you can over file it or under file it. What I do is park with the front facing up hill, let the system cool down and check the level in the radiator itself by removing the cap and looking at the level in the radiator. If you have an inch to inch and a half of empty space your level should be fine. If lower than this add fluid if to the top remove some. You can use a turkey baster to do this. If you do lock it up or throw it out in pieces so no one can use it to bast with.

Most radiators have a line to an overflow tank just in case you do overfill. I'm sure about the cool and hot comment.

Cool is where the level should be when the engine is cold. Hot should be approximately where the upper level should be when the engine has been running for a while.
