If you're flying or traveling by boat to Mexico or any port in the Caribbean after December 31, 2006, you MUST have a valid U.S. passport to re-enter the U.S. Check with your nearest post office -- you may be able to get the forms you need to fill out and get your pictures taken there. Be prepared to pay a little over $100.00 if you've never had a passport before, and if you're leaving in February you should get this taken care of as soon as possible -- passports can take 2 to 3 months to get.

I visited Mexico in May of 2006. My sister and her boyfriend both used a driver's license and Birth cerficate without a problem. But I was told in 2007 that will change and you will need a passport. I bought a passport. It cost about $90 and is valid for 10 years.
enjoy.

Before 9/11 you did not. I would call the border patrol in your area to find out for sure. If you do not need one, it would be wise to make sure you have your ID and birth certificate readily available when crossing over. So that you won't have any trouble getting back into the U.S..

I believe the law changes next year. Just to be safe, i'd get your passport now. Once they start requiring them, they'll probably raise the prices of a passport. Just make sure you give yourself plenty of time to get that passport, don't wait.

By February, yes. I would do it now, the closer it gets to winter, the bigger the lines at the passport office.

Yes, you do. My husband and I honeymooned in Playacar, a little south of Cancun, and we had to have our passports. Btw, we didn't take a cruise, we flew in to Cancun.
