I went into Control Panel to Add/Remove trying to remove the weather channel. It gives me the choice of : Change/Remove. I read to right click on it, but it didn't come up with anything. When I tried the Change and the Remove, it came up with: " Initializing Wise Installation Wizard". But the Weather Channel is still there. What else can I do to get rid of it?

Reinstall the program (because when you did the first uninstall it probably removed the uninstall part of the program so it will not work until reinstalled)
Reboot the PC in Safe Mode (Press the F8 repeatedly during boot up until you get the Safe Mode option)
Uninstall the Program from Add/Remove
Reboot to get out of Safe Mode

Sometimes if a program is running (and Weather Channel always starts at bootup, so it is running) your PC can not delete it all because some of the files are in use. When you boot in Safe Mode it will not load anything except the minimum files need to run Windows. So you should be able to remove it from Safe Mode

First try rebooting your computer. It may just still be hanging around in memory. Otherwise, you might have to manually remove the registry key associated with the program. Also, I used to use TWC, and my spyware detectors always picked it up as spyware. I don't know if they still do since that was quite a while ago, but you could try running a program like Ad-Aware or Spybot S&D. It's possible they could get rid of any remaining program contents. These are just my best guesses. Someone else may have a more detailed answer for you. In any case, good luck! :)
