Because there is no national identity card in the United States, the driver's license is often used as the de facto equivalent for completion of many common business (and governmental) transactions.
The International Driving Permit (IDP) (sometimes erroneously called the International Driver's Licence) is a booklet which is an authorized translation of a driver's home license into many languages (especially languages with different scripts such as Cyrillic, Arabic, Chinese, Japanese, etc.). In some cases, it is obtained from a motoring organization such as the Automobile Association or the equivalent in the driver's home country. Most licence-issuing authorities require holders of "foreign" licences taking up residence in their jurisdiction to obtain a local driving licence within a limited time (typically 1 year).

If you can't even spell USA correctly, that answers your question. You should live in the USA, in any state of the USA, as a resident, to get a USA driver's license.
You can, however, get a National Driver's License. Look them up in your area.
However, either way, please learn to spell the correct acronym for United States of America. We're quite proud of our country and really don't like it when someone can't even spell it correctly.

well you should learn how to spell it first, and yes you have to live here, and you can only get a license for the state you live in, and most states require that not only do you need identification(soc sec#, military id, birth certificate) you also need proof of residency, such as a utility bill with your name and address.

USA yes, but if you are just visiting, your license from where ever will do, at least it did for my friend from england who visited. i also didn't have to get an international one to drive over there.
