Take them to the berry bush (1st level of Farming), the fertile soil (2nd level of Farming) and the ocean (3rd level of Farming), keep droping them and they'll become master farmers soon. Be patient.

You can only make an adept farmer into a master farmer by making them gather berries, take care and harvest the crop, or fishing.
