It's a good laugh provided your office is a small office run by forward looking staff like Pixar animations, and have not turned into Kinsey drones of the corporate world.
Legally, the action should be done in jest and in good faith; both parties, the "pouror" and "pouree", are willing. Unless, it becomes a habit and that she is the only female there, it has the potential to go to court.
A definite no no in the corporate world. Otherwise, I'd hazard a guess someone in your office is really hoping to ask her out or really is telling her to lighten up.
( I could go into behaviourist theory here but would be too lengthy. Short of it: does the girl have a sense of humor by reciprocating the prank; assuming the other person is similarly game. )

Not appropriate. They're in an office building, not on a football field. They should all chip in a buy the secretary some nice flowers and apologize. How would they feel if they were pantsed in front of a room full of clients?

You'll be lucky if you don't get sued. She can press charges for assault and insubordination in the workplace. That is grounds to lose your shirt. My cousin says she also has sexual assault because she is a woman and you guys are men or at least so called men. So she has one hell of a lawsuit.
