Lots of people have surgical plates in their heads, or other surgical steel connectors from operations in their bodies. I still have some pins from old childhood injuries that always make the metal detector go off, some of which are 30 years old. I get pulled aside and scanned all the time, and all they see is skin, so they can't do anything about it. If airport security scans your head, and you are not wearing any jewelry or a hat, they can't ask you to cut your head open so they can look in it. Just tell them you have surgical steel in your head. They can't keep you from getting on the plane.

I think you can get a doctor statement and get a registered metal detector exemption because I have heard of people getting these for knee, hip and other replacements to facilitate going through security checkpoints. Of course removing the bullet could also be beneficial in getting through security. Hmmmmm

Carry a document from your physician. But it may not matter -- it is quite possible that an airport magnetometer might not see it.
