Sometimes it responds, but only after tapping it many times and then it does not respond correctly.

Perform a Soft Reset: Use the reset tip tool, or the tip of an unfolded paper clip (or similar object without a sharp tip) to gently press the reset button inside the hole on the back panel of your Handheld. A soft reset tells your Handheld to stop what it is doing and start over again while retaining all records and entries stored in the Handheld.

Some time it happens. Perform Hard reboot. hold down your on/off and press rest and hold both until unit gets off and gets on again. Now release both. Now main set up will appear. in second page screen set up will come. Put u r stylus in center of cross do it until it required. complete system setting procedure. Or, go to start, then settings, then system, then screen then take option align screen. After that I think your unit will respond to your stylus well. Good luck.

Sometimes on mine I place the stylus on the screen and wait.
Tapping is not always recognized as the CPU is doing something else when you tap.

It is misaligned, by the way you describe it, go to its Screen Setup either Palm or Windows CE/PPC/Mobile.
