I think Butters is 9. In a season 8 episode (The one where Stan gets served) there is a newspaper clipping. I think the clip says he's nine.

uhh lol, well they're all still in 4th grade (I think)
so he's probably 9 years old? (9 years old in 4th grade = 17 years old as a high school senior)
