It's neither. It's just staring. You can interpret it any way you'd like.

It's all in the way you take it. You have a choice yourself, either you decide they stare because they think you look cool or interesting or you decide they stare because there's something too different about you.
You would probably feel better yourself if you simply choose the first option. Either way, if it buggers you that much, it would be great to ask once in a while: " 'scuse me, I just realized you stared at me, why's that?" People wouldn't probably answer, but it will give you a great clue whether they look guilty or not.
And if it's too obvious, learn some phrases to use in the right moment: "Yeah, I know I look good!" "I know I'm strange. Get over it!"

it depends on the person, and what you're doing. if you are wearing a purple polka dotted rain suit and carrying your trusty rubber ducky, then the staring might not be good. it also depends on your interpretation of the staring. personally, i'd tell you to not worry about it. it's only your opinion that matters, unless they are staring at you because you have blood all over you or something, in which case seek help immediately.

I suppose it depends on why they stare.
Do you have some deformity that cannot be hidden? If so, it's probably natural, if rude. Whether it's good or bad depends on their attitudes toward what they see.
Do you go out of your way to attract attention by the way you dress or act? If so, you're getting what you're asking for. And you may be provoking either good or bad reactions.

Since you'll never know "Exactly" what any one person thinks of you ,then I'd take it as a good thing.If we always thought that everyone loved us,then we'd be so much happier as a whole.If we love ourselves then it wouldn't matter so much what others thought of us.I believe that everyone thinks I'm just great b/c i think I'm just great.Love yourself and others will follow.
