You absolutely *can* become pregnant if you have eczema. Eczema is a skin condition and has nothing to do with your fertility.

That is false. Eczema is a skin rash that is caused by dry skin. It is completely seperate from the reproductive system.

the only FOR SURE, 100%, GARUNTEED way to NOT get pregnant, is to have your tubes tied, not having sex, or happen to be infertile. Other than those 2 options you can and ALWAYS have the chance of getting pregnant, skin problems or protection regardless. NOTHING is 100%.
