It has a washer, but no nut. When I turn it, I can see it moving, but it’s not coming out. I tried pushing it from behind, but no luck. Any ideas?

It requires the persuading tool,a 2 pound hammer.the washer is probably the captive type,or maybe the bolt has a waist below the head.

I agree with the 'captive washer' idea. It is likely a spring lock of some type, that grabs onto the bolt.

Try and get a flathead screwdriver under the washer lip to pop it off. If not, try a hammer to knock the bolt from behind.

Beware, you will likely bend or break the washer. If you need to get this back together you may have to do some searching or replace it with a new bolt and a standard nut.

That happened to me and there was a nut inserted beneath the opposite surface. My kid got it out with no difficulty which was embarrassing. This was very frustrating.

Maybe in your case, you could try a kid or try putting a bolt into the opposite side.

Get a can of "Liquid Wrench". Saturate the entire bolt with it and let it sit two hours. Try it. Saturate again if it isn't free.

What's it in?? Pry it upwards with a smaller-than-the-head wrench while turning it with a socket.
