You should be able to use yahoo messenger or get into a chat room while online. Dial-up or High Speed ( if you got online there shouldn't be a problem) The only reason I see you couldn't get into a chat room is if you have your firewall or pop-up blocker set on high. ( I've had problem with them in the past)

Perhaps you should rephrase the question, a person would have to be online to use an internet chat service or chatroom.
