like when i am on the desk top and i want to make the sound come out of my speakers

Not sure about hearing yourself, but my microphone stays on constantly. If it's plugged in and the microphone itself doesn't have a on/off switch, then it's on on. I have a program called Dragon where I can say into the mic "Open Microsoft Word" and it will do it then whatever I say into the mic, it'll type that as well.
If you have some program where your mic sounds go out to your speakers, then leaving that program running should do the trick.

Double click the little speaker in your system tray to open the sound properties...go to Options-->Properties and click Recording and then OK. Remove the checkmark for Mute under Microphone.
