First, try to reason with him and tell him that studying will help him establish a work ethic that will stay with him the rest of his life. Failure to do so is a fast track to ending up like his father.
Next, threaten (and follow through) to take away whatever he holds most valuable if he doesn't.

Give him blank papers.
Buy a computer for him.
Let him play educational games.
Let him listen lessons in mp3 .
Give directons to him to help all of you.
Don't forget, his brain is like adult brains.
You can explain the reasons not to drink alcohol like his father.
