Because clastic sediments are not precipitated out of water - clastic sediments are rocks/minerals that had been weathered and redeposited into a new conglomerate or brecciated sedimentary rock - minerals like calcium carbonate (limestone when occurring in large accumulations) on the other hand are actually precipitated from water through chemical interactions

Because eolian sandstones are deposited by the wind, not by water. Also, no clastic sediment is precipitated. Clastic sediments, by definition, are clasts (fragments) of other rocks.
