what does it mean when DNS and DHCP servers have the same IP ? other than both being deployed on the same machine????

Essentially a 'server' is a computer that just sits and runs with diffrent services on it.

If the same machine is running both the DNS service, which decodes the 'www.somthing.com names' into thier 4 number ip addresses, as well as DHCP, which can automatically assign an ip address to your machine when it turns on, Then ,yes, they will have the same ip address.

There may be many more services on that server like: Sendmail, Oracle, an FTP service, or maybe hosts a web-page with apache.

Modern day servers can handle many many services depending on the power of the server.

That's really it...the DNS and DHCP servers are the same computer.
