A bit of a vague question to be honest, but I'll try and assist;
1. unless you're going to design the page (and with all due respect, the fact that you're asking this question dictates you do not have the required knowledge to do so), you will have to pay a company to do this. Normally, it is not a case of just making a one-off payment, more often than not the person employed to make the website is paid an amount each year to maintain it and update it as and when it's required. The price of designing, making an maintaining a website can vary hugely depending upon what you want. A piece of advice, a few of my friends made websites whilst studying at Uni with me, but because they didn't strictly own their own business or have the means to use massive advertising, their prices were much lower than the competition, although the quality of the work was, in my honest opinion, almost certainly much better than their competitors.
2. You will have to pay to actually post your website somewhere. Again, this isn't a one - off payment, you can pay anything from a few pounds a year, right up to thousands depending upon what you want. I recommend you do a lot of research into this, ask the person designing your website for his advice.
3. Getting hits to your site: There's no point in having paid someone a lot of money to make your website and get a decent host for it, if no-one going to even see it! To actually rank highly in search engines is very difficult unless you have a unique product. There are hundreds of techniques one could employ to improve ones standing in a search engine, but the only way to realistically make a difference is to actually pay the search engine a yearly few to make your site register near the top when someone makes a search for what you're selling.
4. Customer Service: Before going to University, a friend and myself set-up a small business making and selling computers. We made a lot of money from this as the market wasn't saturated like it is now. However, even though we were enjoying the profits, we hated the customer service side of it. Give it serious thought - you're going to be runnning everything (apart from web maintenance) yourself. How are you going to feel with some annoyed customer phoning you up to complain after a hard days nitting, when you've got no customer services department to transfer them through to? In my opinion, it is by far the worst aspect of owning your own business.
That's all I can really think of at the moment.
Please do give it serious thought as the set-up costs can be fairly high.
A final piece of advice, try selling items on ebay first to get an idea of how you would fair. It will cost you substantially less to set-up so you'll have less to loose if it all goes wrong. Plus, you'll have ebay on your side if you get some less-than-cooperative customers.

Follow a short course about web design.Or make it on your own by using microsoft frontpage or adobe. Then u must have your own domain, web hosting & autoresponder to xpand ur business...Sure u got to pay.Domain costs US$10-15/yr, professional web designer US$250 -1000 (Design only),Autoresponder US$18-40/mth....It's not easy..but it's worth every single dime! :-) Happy Planning!
