Well, IMO I'd say we apparantly don't have one, or if we do, it's definitely not heeded to. Case in point, a few years back I stopped a guy for some minor infraction, from somewhere in the MidEast. Guy was here illegally. He blew off a hearing in Miami few years before that. Contacted ICE, told us to just let him go. Sorry, but our system is seriously f'ed up.

well im not sure if this is the policy for the us , but they certainly shouldn't be here illegaly. i am pretty sure they are supposed to have a green card or visa, and to get that they have to pass a test or something,the test includes reading and writing and speaking in english.
