Depends on what you're trying to import. For most things you don't, but there are certain items that are quota-visa restricted because of what they are and where they come from (like certain textiles from Asian countries) and of course you're not allowed to import copyrighted or trademarked merchandise without the permission of the copyright/trademark owner. Best way to find out what's involved in importing merchandise is to contact a customs broker.
