every time i go on yahoo messanger and try to go to one of the chat rooms something stupid happens?

i will click on a room then it says your reqeust was refused wtf does that mean then it says connecting took longer than expected try agian later some help please

-You could be banned

-Yahoo servers are experiencing problems

-You are using Internet Explorer and is easily hacked.
