It is an appeal from one Republican (James Madison) to the others to welcome political dissent, for dissent is the very product of liberty, and the only way to squelch dissent would be to eliminate liberty. While he admits dissent can seem like a disease, he contends that destroying liberty would be worse than the disease. Dissention and faction are elements of humanity, and to deprive man of his liberty to dissent is the same as depriving any living being of air. Also, it helps keep individuals, and our government, in check, because any man allowed to judge his own interests would undoubtedly be biased, and this corrupts his integrity. Also, dissent is a necessary ingredient of democracy in that, through argument, we can determine what actions we should take to best represent the needs of the populace, and guard against the wishes of a powerful self-serving group.

That's pretty much the gist of it.

It represents what true Republicans believe, and what the neo-cons (and our President) want us to forget.
