I would start with ebay, however some companies have phones you can buy outright. Depending on what type of phone you are looking for. Also try the website for the cell company there may be better offers off of the site.

What plan do you have?
I just use Tracfone. I have a Nokia, mine costs about $45 and I buy minutes as I go. A 60 minute card costs about $20. I found this is the cheapest way to go. I use my cell for emergencies, or to keep in contact with my teenage son.
If anyone wants to call and chat, they can wait till I get home and call me on my home phone. If anyone wants to text message me, they can use my email.
My teenager uses the same kind of cell and I tell him to tell his friends that the phone is not for calling and chat. He runs out of minutes, he just has to wait until I run out before he gets more. So, he has learned to call his friends when he gets home.

You can buy a phone in ebay, new or used....
And there are some small stores that sell phones in big quantities but if you go they can sell you only one too. Check in your city..

if you are with Cingular, you can go to the store and ask if they have any old floor modles and if they do, you can get them for cheep and they are good phones.
