I used to give my gerbils empty toilet paper rolls to chew on. Can I do the same with my guinea pig?

Yes, guinea pigs can have empty toilet paper rolls and paper towel rolls to chew on as long as they were not hanging on a perfumed holder. The perfume from the holders are toxic to a guinea pig.
My guinea pig and my Amazon Parrot both get the rolls from toilet paper and paper towels (we call them "nippies") and they love them.

I hope this helps to answer your question.

Oh yes, you sure can. Make sure you give lots of items for the guinea pigs to chew on. Since the teeth keep growing.

I don't think that would be good for guinea pigs they like to chew
more on branches very similar to a rabbit.

Its not so much that they will chew on it as it is that they will make bedding out of it.
