I have dial-up. I was wondering can i use my cell phone to connect to the internet, instead of tying up my other phone line?

Yes you can. I've used mobiles to connect to the internet using dialup and 3G/GPRS. You need is a cable to connect the computer to the phone, or bluetooth. Then you need to get the modem to use that phone, or use the modem that comes with the phone. Do a search on the internet for your phone model and "modem" and you'll probably find a how-to for that particular model.
It would be more expensive than using a standard line though, and I only tend to use it for when I'm out and about. You might want to consider broadband as you can make/receive calls while online.

Yes, when you plug your phone into your computer, it installs as a modem. You can then use that modem to dial.

yes, you need a cell phone modem and adapter. Going to be expensive and/or eat up your minutes.
