No, there are some terrorists that follow Islam, but not all Muslims are terrorists. Neither are all terrorists Muslim.
Prominent examples of non-Muslim terrorists would be McVeigh, Unibomber, IRA, South American contra groups, etc.
This is the reason why racial/religious profiling is not only wrong, but makes us more vulnerable. If we only follow this sort of profiling, we leave the door wide open for anyone who doesn't fit that profile.
There are many terrorist groups that subscribe to Islam, and these are the ones you hear about most right now. But, if you are paying attention, the groups you hear about popping up like this are in areas of the world that are often (at least in their view) oppressed, often by the western nations so they can get access to the natural resources of the area. These areas are largely Muslim (oil rich areas in the Middle East), which means that the terrorists from this area are most likely to be Muslim.

You give me an acceptable definition of terrorism then you have the answer to your question. Alqaeda, IRA, LRA, PKK and even some national armies use violent tactics to further their cause. Does that make them terrorist? I guess the good people of the world who follow the universal law of do unto others what you wish done to you should unite and condemn all the fanatics, extremists, and fundamentalists irrespective of their believes, creed or colour. No one should have the right to take another persons life or fundamental rights for that matter.

Not true. The Irish Republican Army (IRA) has a long-standing history of using terrorist tactics to further their political agenda, and they're not Muslims -- they're Protestants.
