Goal-keepers can be penalised if they don't return the ball in the time alloted to them...........the fastest asnwerer gets 10 points from me:)

6 seconds according to FIFA's football rules.

In the old days (up until about 8 years ago) goalkeepers had 15 seconds but were only allowed to take 4 steps. Now the rule is 6 seconds with the ball in their hands. This rule is rarely enforced, actually it happens once in a blue moon.

with the ball in their hands, 6 seconds. i think the same applies when kicking althought it is very rarely enforced. in some cases they can take up to 10/12 seconds. it depends on the referee and the match. usually enforced in a high profile match when time is running out and the goalkeeper of the leading team takes too long with the ball. he is usually penalised for time-wasting with a yellow card. penalty is not given tho. he is just instructed to immediately put the ball in play.
