When doing percentages I always find it better to calculate what 1% is first, and then if the question has more than one part to it, knowing what 1% is may help in all parts of the question.
100% here is 206 so 1% is 206/100 = 2.06
There is a decrease of 33 and 33/2.06 will give you the required percentage decrease. 33/2.06 = 16.019%.
Let's say there was a second part to this question, maybe what was 46% of 2001's takings or whatever they represent. You have already calculated 1% which is 2.06 so to get 46% it is 2.06 X 46 = 94.76.

wot i call a roundabout method can be used to answer any % problem. Always start with 100% and this equals your starting number - in this case 206. We want 2 know wot 173 is so you set it out like so :
100% = 206
? = 173
All u have 2 remember is feed into your calculator the sequence which is - feed in the number above the question mark, divide by the number next to it and finally multiply by the number at the bottom. Out pops 83.98...
which means the answer is 16.01....
This method works for all different % questions so should be easy 2 remember.
