Nothing much really. Your mains water pipe can only carry a specified amount of water per second so, some people's toliets wouldnt flush properly while others would flush fine. So we can't all flush at the same time.

Pressure in the watermains would drop as all the cisterns would have to fill up at the same time? You mean every single toilet in the country simultaneously being flushed i pressume?
