Right I have a pc monitor (CRT) which is a Samsung Samtron 55E. My mate has got XP (like me) and his computer recognizes his monitor. Mine just says Plug and Play.

The Problem is the monitor can only go up to 1024x768, but my pc says the monitor can go up to 1289x1024, but it can't. And how come my pc recognaises it as a plug and play monitor?

Is it something to do with the graphics card?

when a plug and play device is connected to a suitbale host PC it announces to the host PC what it is

windows XP decodes that information and 'knows' precisely waht its capabilities are.

the fact that your mate can use higher resolutions is entirely down to the amount of memory and/or graphics card he has.

In reality its unlikely that you will get any benefit form icreasing the resolution unelss you are using a CAD / drafting package, r possibly some games.

There is another issue to bear in mind the higher the resolution the more work the graphics card and CPU have to do, so in many ways smaller IS better

Plug & Play monitor is the default driver Windows installs for monitors. Try removing the driver and having Windows install it again...Samsung does not have a driver for that monitor for XP because the driver is included in XP...hence the Plug & Play Monitor driver.
