One that you're happy with. Go to a store and try them out.
There is no such thing as the best cell phone. It's a personal preference, and your phone will be obsolete nearly immediately anyway.

it depends on which carrier you have...Verizon has different phones than cingular, and nextel has different phones from just about everyone...if you know the carrier, that would help narrow the field
