Would a B.S. degree from one college or the other be worth more and/or look better to future employers? Or would it not matter which institution a B.S. degree is obtained?

Yes -- the quality of the school does matter.

Rasmussen has traditionally been a business program that offers an associates degree. They have recently added a bachelor's degree in Minnesota. I'd be pretty leary about getting a degree there.

Minnesota State would be far superior to Rasmussen. That being said, almost any other college in Minnesota would be far superior to Minnesota State. It doesn't have a particularly good reputation. US News has it in the third tier of master's level schools.

If you can get into The University of Minnesota, that would be your best bet in MN.

A degree from a major university always carries more clout than a similar degree from a smaller institution. It's not necessarily fair, but that's the way the business community looks at it.
