Like most things in the current political environment, it is a wedge issue that one party can use to beat the other over the head. I've heard it argued that 5% of the working age population is simply unemployable. That means that anything around 95% employment is considered full employment. Having been around for a while, I've noticed that the news (Dan Rather in particular) was all over the unemployment rate every night in the 80s. That pretty much disappeared while Clinton was president but it came back in full force right about January 20th, 2001. You know the hype: "Bush has been president for 2 days but has not yet done anything about this 6% unemployment rate". Jobs come and go. Entire industries fall by the wayside as newer technology replaces them. It is unfortunate for the people that are displaced by it and it creates social upheavals but if we don't continue to move forward, then we might as well chuck it all and go back to ox driven iron ploughs. After all, the invention of the motor driven tractor allowed one man to plough more acres in a day than a dozen of those so 11 people out of every twelve were put out of work.

True employment is generated from capital investment. Capital will not invest in an inefficient economy, which is dominated by a government which is corrupt with what it does with taxpayers money.
The government can manipulate statistics for a long while to cover the cracks, but eventually the disaffected youth and older generation X will rebel and anarchy and crime will rise. Effectively, this is probably what the government will name terrorism. In fact it is a reaction to the greed of the government persecuting financially those who the government decides to exclude from having an existence.
It is a rising issue now because, as with all deceptions and mass manipulations, they are always found out eventually. It is impossible to cover up gross incompetency for ever.
To resolve the issue those in power have to make some difficult decisions. The decisions start by being honest with the economy. The next step is to make the economy fit and lean, so that private capital and outside investment will be willing and eager to invest in the economy.
There is no point in outside capital putting money into an economy, only to find that the government whips it all away through corruption and punitive taxes (whether they are direct or INDIRECT).
The issue can only be resolved by getting the FAT government out of its seat, or by the government going on a diet. The government has to cut jobs or reduce wages. It has to then stop spending tax payers money on lunatic ventures which serve only to launder money from one capital tax payer to greedy government leeches.
We can do nothing except wait for the government to hang itself. If in this waiting we find that the government is intent on killing us by financial persecution and starvation, then terrorism will explode!

I don't see it as a rising issue, unemplyment now is not worse than any time in the past.
I think a better question would look at the composition of our economy: What can we do to maximise good-paying value-added jobs especially ones that result in goods or services exports?

It is a function of people either not staying in school or taking the time to learn marketable skills.
It is not society's of the government's issue to solve. As technology changes, jobs and careers change.
It is up to the worker to stay up to date with their skill set, so in the event they get laid off, they can find gainful employment.

1) Stop admitting foreigners who do not work, and so boost the unemployment figures, and cost the tax payer to support.
2) Stop work that can be done here being exported to other countries.

deport 11 million illegal aliens, and since we currently enjoy a 5.4% unemployment rate.
give the jobs to the unemployed, our unemployment rate will drop to 0.9% roughly.
problem solved.

its a big issue because people think they can just live without an education i dont know people just dont go to school anymore we need a better president to show them the right way and i dont know all this is ccrazy dough.
