Try patting it with a damp paper towel. The glitter should stick to the paper towel. Make a game out of it -- she will love it!
Be glad it's only glitter --- my 21 year old put nail polish on as eye shadow when she was 2.

Get a piece of scotch tape and gently lift them up, but do NOT push down very hard - you don't need to anyway, they'll easily adhere to the sticky surface. ... After you are finished, make sure to wash the poor baby's face with baby soap and water. Also see to it that you start an entry in the Baby's Diary so he/she will know what kinda mother he/she had to put up with - that way he/she won't feel so bad about abandoning you in your old age! :-) :-)

i read the 2nd part of the question, the title made me laugh, I was

Put the baby in the light and try to pick some of the bigger flakes off. Then wipe her little face off and check it to see if that worked. If not put her in the tub and wash her hair.

Put a very small amount of elmers glue on the tip of your finger and rub it in alittle. Make your finger just alittle tacky, don't actually put glue on the babies face. Then lightly tamp it over the babies face staying away rom the eyes, mouth, etc. Then clean your babies face.
