A really good bra would be the answer. To get the right fit, go to a lingerie shop near you and get fitted for one by one of the saleswomen (even if you know your size, do it anyway) and then let her know how you would like to change your bust line. She'll help you every step of the way, and for free.

You can also perk them up by doing pectoral exercises, lifting weights, pushups, etc...
