Sexual relations from a biblical perspective is reserved for persons who have made life commitments to each other that include pledges of fidelity, trust and love. It is generally called marriage.

Legally it can be called a marriage or a civil union.

"Significant other" usually refers to a person who has not made a promise of love, fidelity and commitment for life; only temporarily.

In such relationships, sex is often a bartering tool or physical exercise that can be given or withheld as a reward or punishment if it is withheld. While this can exist in a marriage too, it is most prevalent in "significant other" arrangements.

Those who truly love each other and are committed to the happiness and well being of each other will want to share great moments in many ways. Such a celebration may include sex, spending quality time or other means of celebration. It is spontaneous. It does not need prompting. It is a result of love and commitment.

The idea of "providing" sex rather than sharing a moment together indicates the underlying futility of the "significant other" arrangement.

It shouldn't be an obligation, but a presentation of the care and affection you have for one another

I guess it just depends on you. Do you deserve a birthday gift like that. If you do it should not matter who iniciates the deed. I don't honestly think that you should assume it to be a given. You know what they say about assuming.
