use a 3ccd camera, which is a 3 computer chip, one for each primary colour, instead of one for all three. This is the minimum standard for professional and tv standard video production. Also use professional looking titles in editing and plan your movie by storyboarding it first. Also use halogen lighting which is cheap from hardware store and colour gels (thin sheets of coloured see through "plastic") you can use a type of yellow for sunlight effect or a type of light blue for a natural daylight effect. Also, v. important, white balance your camera. Don't try and direct and film the whole thing yourself, form a crew with a director, camera operator, lighting operator and sound operator. Choose which job you want and stick to it. Use a boom mike as a line in to the camera for more localised sound and put a windsock on the mike. Try not to use handheld unless you want it as an effect. And that is how to do it in 100 words or less.

PS i just read some of the other answers which are so stupid.
a basic model 3ccd camera can now be had for about $4000 US or you can hire them from production rentals and prop supply companys. Condensor Mics must be used with a wind sock
use miniDV tape. If you film it using 3CCD you can edit it using a cheaper single CCd camera as playback because the image is recorded and will playback at full quality, which means you can take your expensive rental back to the hire co.
Good luck.

a $10,000 camera for starters. And about 5 years in photography, art and screenplay school. That ought to get you up there with the big names.

The best you can do is get the best camera you can find, develop a steady hand and a good eye for the right shot. Use condenser mics instead of the internal mic, and over dub your sound effects. Add some music. Learn everything you can about lighting and color presentation.

Wow, a movie-maker in the running. Why not join Project Greenlight? No just kidding! For my past experiences, I started out by giving a short, yet interesting intro with sound or graphic effects, then take scenes where you think is relevant to the theme and add subtitles if necessary. Not too much graphics effect is necessary to make the audience not hate your video.

A decent quality camera, and a gift/skill and technique for making movies.

Many home movies look bad because the cameraperson doesn't know how to shoot film.

you can try not to hold the camera as still as you can. when you have to move it to focus something else it would be a good idea to zoom out first.
and ofcorse, the content of the movie must b professional in the 1st place.
