WHOA, is this your personal computer? If this is a new thing that just happened to your computer, then I would suspect some really nasty spyware or malware.
Do a full Anti-virus scan. You should have an anti-spyware solution on your computer. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.

log off from your account
log in like this
user name- administrator
password- (leave blank)
if you are on a domain at work or something click the options button before you log on then click the drop down arrow where the domain name is and change it to (local computer)
now log on.
once you are in click start-run-type this gpedit.msc-on left side of the new window look for the section that says user configuration-hit the + on administrative templates-then left click once on control panel so that it is highlighted-now on the right side you will see prohibit access to control panel-double click that and set it to not configured-

i think you need a good answer which i have
look you have disable the task manager from your service list of windows i think you can solve it manually you just have to start the service and enable it and you will be able to run task manger you have to write 'msconfig' by clicking on start button just above the shutdown button
after that you find several option there just select services and enable task one ok if you will not get sucsess cal your computer dealer ok don't be hash

You can try to fix the problem manually by going into the systems registry follow these steps:
Open Registry Editor (Regedit.exe) and navigate to:
HKCU \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies\ System
In the right-pane, double-click DisableTaskMgr and set it's data to 0
Dont mess with the Registry if you are not sure on what to do
or try this
Just go to Start then Run and copy and paste this into it

Its a virus. I had that too. Take it to a computer shop and tell them that. They can clean it up for you.
