x is the amount carla invests at 14%
28,000-x would then be the amount invested at 9%

x(0.14) + 28000-x(0.09) = 3370
0.14x + 2520 - 0.09x = 0.05x + 2520 = 3370
x = (3370-2520)/0.05 = 17000

the answer is (a)
