Debuging means fixing a (software) problem, so if you want to debug it you need to know how to program in C++ at least, some knowledge of hex, assembler and some other things. However, what you need to start debuging something is a debuging tool (softice, WinHex or the like).

To fix your problem, try to see if it the message mentions some software which is causing the bug, if so, uninstall it and re-install it.

If you get no information about any particular problem you can try some software to fix this automatically (like tune up utilities). If fails, the only accesible way is to format the HD (first backup all your personal information) and reinstall everyting you had, from Operating System (Windows, Linux, etc) to the software you use.

????
If you need to fix an error on the computer, it doesn't cost you anything if you fix it yourself, but it will cost you money if you take it to a shop.

What exactly is the error that you're getting?
There isn't any Windows error message that states that you have to 'debug your computer.'
