You may need some paint remover. Definitely a pressure washer.
There is also a product called "Simple Green" that works wonders when it comes to cleaning. Used straight, it will take wax off the floor. Good stuff. Give it a try.

They make a grinding stone that fits in your hand with a handle ;it also comes in several types of surfaces to sand with.If the place is a small area try this its so much easier than water blasting and sand blasting.Some municipalities use them to remove grafitti from small areas of brick walls.

Water blasting works great. It is not quite the same as paint removal, but water blasting my very old concrete sidewalk made it look new.

I'd say water blast or sand blast (the first one is enough. Rent a powerfull one and it should do the job pretty easily)
