Dress her in a green leotard and tightsor green sweats and make leaves out of green felt to attach to her arms. Cut large flower petals out of colored felt and sew or use fabric glue to make a drawstring channel at the narrow ends and run some 1/4 inch elastic through the channels to gather the petals in a circle. Don't tie the elastic yet. Put the petal "necklace" around her neck and fluff it in place until it looks evenly distributed around her neck and loose enough so she isn't feeling choked then tie the elastic at the back with a removable knot. If you use white for the flower petals and can find a short super curly Halloween wig in yellow and paint her face with yellow face paint she will look like a giant daisy. For the dog, I would just make a yellow jacket out of felt and glue stripes of black felt on it. Cut a circle of the felt with a hole toward one side to fit over the dogs head. fasten under him with a strip of stick on Velcro. Make a little headband for him out of black felt and attach black pipe cleaners for antennae and glue 1" Styrofoam balls covered in gold or black glitter to the ends of the pipe cleaners. Your daughters idea is adorable! Hope she wins a prize!!

There are many Halloween patterns at the sewing section of the store....they have children, adults, and pet costumes. Some of them are quite simple to make.

No, Rubber witch noses, that wouldn't stay still, with elastic that was too tight Now I have various bits in a box, suitable for many costumes

Try looking in Family Fun Magazine. They have many costume ideas. The link below is for a sunflower, but you could modify it.

wow....tiny girl change into a flower....make sure for bright colors... always tissue material for little girls....that would give the dress all the party effects....l personally go for lavender color tissue material to make one cute costume....with lavender satins....or it could be in pink ....just make one like a tupe top pattern with spaggetti strap...and a plain comfortable A line skirt...after that add tissue as petals around the skirt waistline...and also in the neckline of the tube top....oh, u can make it by your own.....just do some pencil drawings with your imaginations...you can make booties too....
and costume for a dog.....go for material which has animal prints like a bee...and again a variation of tissue material to make the wings,...
