I am Malaysian and i am quite sure that malaysian unis will premit that, afterall malaysia is an islamic country. A number of islamic malaysians do cover their heads, but not their faces but still there are some ( although not many ) who will shield their faces as well. About Singapore, i wouldn't be too sure.

Hmmm...good question....nbr experience b4....bt i believe...most universities do allow covering of head (hair) bt not face...tis is b'cos of i.d. checks during exams...
